This past weekend’s Carmel International Arts Festival (CIAF) was once again a massive success in the city’s Arts & Design District. The two-day event featured a multitude of artists both young and old, musicians, food, vendors, and plenty of family fun. In addition, city officials renamed Main Street as “Rosemary Waters Way” for the duration of the festival. Waters was the heart and soul of CIAF during her 18 years of leadership.
