The City of Carmel is releasing an early look at major construction activities planned for the upcoming construction season. While work occurs year-round, residents should expect the most noticeable impacts during the spring, summer, and fall months. As with previous high-activity years, multiple projects will be underway at the same time.
This advance notice is intended to help residents, businesses, and commuters plan ahead.

Benefits of overlapping projects
Busy construction seasons are the result of long-term planning, coordination with utility providers and state and federal funding cycles. While overlapping projects can be disruptive, staggering them over many additional years extends the disruption, increases overall costs and delays important safety improvements.
“Coordinating overlapping work allows the city to modernize infrastructure efficiently,” City Engineer Bradley Pease. “This approach allows us to reduce repeat disruptions and deliver long-term safety and mobility improvements sooner rather than later.”
Spring
U.S. 31 & I-465 Interchange
The Indiana Department of Transportation (INDOT) LevelUp31 project will continue into 2027. Stay up to date on INDOT’s project and its impact on Carmel at levelup31.com.
Merchants Square
Multiple projects are being packaged together for efficiency and coordinated detours, including new roundabouts at the intersections of AAA Way at 116th Street, AAA Way at Carmel Drive and Carmel Drive at Kinzer Avenue. There will also be an extension of Kinzer Avenue to Carmel Drive and new sanitary and water infrastructure between Carmel Drive and 116th Street. Work will begin as early as this spring.
North College Avenue
The reconstruction of College Avenue continues with partial spring closures and a planned 30-day full closure this summer to complete the roundabout at College Avenue and Pennsylvania Parkway.
Main Street (Old Meridian Street to Guilford Avenue)
This Community Crossings Grant-funded project begins in April with partial closures occurring for the duration of the project. Local access will be maintained.
Raised Pedestrian Crosswalks
Continued to commitment to pedestrian safety with the installation of raised pedestrian crosswalks at roundabouts along Hazel Dell Parkway and Gray Road.
Summer & Fall
Improvements in the city’s right-of-way in the summer and fall months will include the Carmel Street Department’s annual paving and resurfacing and roundabout construction at the following intersections:
- 106th Street and Westfield Boulevard
- Smoky Row Road and Ironwood Drive
- 116th Street and Hoover Road
- Hazel Dell Parkway and Canton Drive
Looking ahead to 2027
- New roundabouts at 106th Street and Lakeshore Drive East and 116th Street and River Road
- New multi-use paths along 111th Street and 116th Street
- Raised pedestrian crosswalks at 116th Street and Range Line Road and Main Street and Hazel Dell Parkway
“The city recognizes that this will be a highly active construction season and appreciates the community’s patience,” Pease said. “Carmel remains committed to early, frequent communication, clear visuals and transparency throughout each project.”
All dates are estimates and subject to change due to weather, utility coordination and other unforeseen conditions.
The City of Carmel Engineering team has created a Public Infrastructure Projects Dashboard, providing real-time information on planned and emergent citywide projects.
